Graham Allen was the Labour MP for Nottingham North from 1987 until he stood down at the 2017 general election.

Graham Allen was one of twenty members of the All Party Parliamentary Humanist Group[1], is a Patron of the British Humanist Association[2], and an Honorary Associate of the National Secular Society[3].

Early Intervention

Allen has record[4][5] of supporting "early intervention" in Nottingham – a range of long-term schemes aimed at helping young people, families and communities, tackling the causes of complex problems rather than the symptoms. Project pages on the Nottingham City Council website[6] show a concern for evaluating the evidence base for these schemes.

In July 2010 the coalition government announced that Allen would chair an independent review into early intervention.[7]

Climate Change

In 2006, MPs were asked three questions by the Rough Guide's Mark Ellingham on how seriously they took climate change as politicians and as responsible, active citizens. Graham Allen replied:

"Environmental issues have often been discussed with an eye to some imagined future- yet it is becoming clear to everyone that climate change is an issue for today. As a father myself, I believe we have a duty to future generations to act now to halt the effects of climate change.
The implications of inaction are growing ever more apparent- with large-scale droughts, flooding and other significant changes to weather patterns showing themselves on a global scale. Issues of climate security, with the possibilities of forced migration, failed crops and worsening living conditions in some of the poorest nations, illustrate the social, economic and political implications which link into this environmental concern.
There is indisputable scientific evidence showing that the effects of climate change will be damaging. I think most people would agree that trying to put off dealing with the issue is a dangerous gamble, and risks the stability the globe. It is therefore vital to start looking for and implementing real, workable answers to the problem that can be enacted at international, national and local levels."[8]

Libel Law Reform

In March 2010, Graham Allen signed Early Day Motion 423 calling for a reform of the English libel law[9]. The motion noted that human rights activists, scientists, writers and journalists are currently prevented from publishing, and the public prevented from reading, matters of strong public interest due to the chilling effect of the law.

Same-Sex Marriage

Graham Allen voted in favour of the Marriage (Same Sex Couples) Bill at both its second reading in February 2013[10] and its third reading in May 2013[11].

Mitochondrial Donation

In February 2015 Graham Allen voted in favour of allowing mitochondrial donation, which would allow women who carried mitochondrial diseases to give birth to children who would not inherit the disease[12]. An October 2014 briefing report by the Human Fertilisation and Embryology Authority (HFEA), which had been investigating the issue for three years, stated that there was no evidence to show that mitochondrial donation was unsafe[13]. However, some religious groups had said that such procedures should not be allowed[14]. After clearing both Houses, mitochondrial donation is now legal, regulated by the HFEA.
